Human capital formation : state or market management This paper examines the likely difficulties of the management by the state of the education sector. Concerning the operation of the system, the analysis is based on international comparisons and on the French experience. As a whole the difficulties are linked to the weak accountability and justification in the use of the resources mobilized. This arises from the absence of the regulatory mechanisms as those existing in a market oriented activity. Policy decisions in education cannot be made upon opinions and subjectives factors ; this is especially true in African countries where demographic and economic constraints are particularly binding. A key element is to measure the impact of the various factors affecting student learning, even though this step has to be complemented by cost estimates so as to produce cost-efficiency indicators. Grain Composition and Functional Ingredients of Barley Varieties Created in Latvia

Abstract Cereals, including barley, have been recognised as functional foods that provide beneficial effect on the health of the consumer and decrease the risk of various diseases. The aim of investigation was to determine the grain composition of barley varieties and perspective breeding lines bred in Latvia and to evaluate its functional ingredients. The results of analysis showed that protein content among varieties ranged from 106.6-146.8 g·kg-1, total dietary fibre 187.4-208.2 g·kg-1, β-glucans 42.8 g-49.4 g·kg-1, and amount of α-tocopherol 6.03-8.93 mg·kg-1. Efficiency wage theory, evolved by the "new keynesians", is part of a research programme concerned with explaining "involuntary" unemployment as part of the "general equilibrium". So, these works are a synthesis attempt of neo-classical and keynesian analyses in the employment area. Ce texte propose d’envisager les apports de la pensée de Ruwen Ogien pour cela. On y examine ainsi successivement les possibilités offertes pour la sanction éducative, l’orientation et la prise en charge de la difficulté scolaire au moyen des notions de « faiblesse de la volonté », de non-nuisance et de l’idée de supériorité des droits sur les valeurs. Ground and first excited electronic state interaction of FAD with some β-carboline derivatives

Abstract The spectrophotometric and thermodynamic properties of molecular complexes of flavine adenine dinucleotide (FAD) with some dihydro β-carboline derivatives have been investigated in aqueous solution. The molecular associations have been examined by means of electronic absorption spectra, since in each a new charge-transfer band has been located, and also the variation of the fluorescence emission of FAD on the solutions has been observed. The formation constants for the molecular complexes were determined from absorption data, using the Foster-Hammick-Wardley method.
